Active Assailant Preparedness and Response Training

Violent critical incidents are low-frequency, high-consequence events that demand immediate action. Culper's Active Assailant Preparedness and Response Training prepares organizations to respond decisively during an active threat through a comprehensive program built on real-world operational experience.

Our instructors are current and former law enforcement leaders who have responded to, investigated, and managed active assailant incidents and critical events. Participants gain a practical understanding of threat recognition, behavioral warning signs, emergency decision-making, evacuation planning, lockdown and barricade techniques, crisis communications, casualty management, and law enforcement response protocols.

More than a compliance-based training program, this course is designed to build organizational resilience, improve employee confidence, reduce panic-driven decision making, and increase the likelihood of survival during a violent encounter. Every lesson is rooted in actual incidents, after-action findings, and proven response principles developed through years of operational experience.

  • Immediate reaction protocols for varied environments
  • Strategic evacuation and lockdown decision-making
  • Command staff coordination during active threats
  • Post-incident management and recovery strategies

The difference between a good manager and an effective executive often comes down to one skill: understanding how decisions are made. Culper's Municipal Budgeting & Governance course was developed to bridge the gap between operational leadership and executive-level decision making.

Led by experienced city officials, public safety executives, and municipal leaders, this course provides attendees with a comprehensive understanding of how budgets, governance, politics, public expectations, and organizational strategy intersect. Participants learn how to build defensible budget requests, evaluate competing priorities, understand the perspective of elected officials, navigate the staff report process, communicate effectively with decision-makers, and secure resources necessary to accomplish organizational objectives.

Whether you are a supervisor preparing for executive leadership, a department head seeking greater influence, or an elected official looking to better understand municipal operations, this course provides the practical tools necessary to make informed decisions, build credibility, and lead with confidence.
